No-Visa Fee

So, when you need a visa to visit a country, you pay a fee, right? And if you don't, you don't, right? Wrong actually, if a US senator gets his way. He wants to charge people who don't need a visa to enter the USA.

This got me thinking about other charges government could think about levying on people who don't actually need things. Perhaps if you visit the doctor but don't actually need any medication, you could pay a non-prescription charge. Or if you don't go anywhere, you could pay a non-bus ticket. The homeless could pay non-rent, maybe.

Still, the USA obviously needs the money, as the proposers of the bill intend the government to pay $100,000,000 to a company to adminster the scheme!
